Besonders attraktiv erscheint ein solches Vorgehen naturlich in Gebieten, in denen die Qualitat der Schulen zu wunschen ubrig lasst. In den USA werden Schulwahlfreiheit und Bildungsgutscheine (school vouchers) als Instrumente zur Reform der Strukturdefizite des offentlichen Schulwesens seit Jahren hochst kontrovers diskutiert: Was die einen als Konigsweg aus der katastrophalen Schulsituation insbesondere der innenstadtischen Ghettos sehen, verteufeln die anderen als Ausverkauf aller egalitar-demokratischen Ideale der "public education." Zu den Befurwortern einer solchen Liberalisierung und Privatisierung des Schulsystems gehoren in den USA traditionell viele Republikaner und Marktliberale; die scharfsten Gegner finden sich bei den Demokraten, Lehrergewerkschaften und afroamerikanischen Burgerrechtsorganisationen wie der NAACP. Die schwarze Basis in den Grossstadtghettos sieht das jedoch vielerorts ganz anders als ihre linksliberalen Reprasentanten und befurwortet die Einfuhrung von Bildungsgutscheinen, um ihre Kinder aus einem bankrotten Schulsystem herausholen zu konnen, das sie schulisch und seelisch verkummern lasst. Give students and parents choice, these advocates claim, and schools will be forced to improve or close. The promise of a choice-based system, however, is largely unfulfilled. Despite all the rhetoric, the successes of existing choice systems are questionable, and the theories and assumptions that provide intellectual support for choice have never been systematically tested. This book provides that test. Professors Smith and Meier show that a choice-based system will not improve American education. Choice theorists have exaggerated the decline in educational performance and misidentified its causes. Their proposed market cure is modeled on unfounded assumptions. Persuasive though it may sound, the school choice argument is demonstrably false and misleading. And what is worse, it is likely to promote racial, religious, and socio-economic segregation.
